1. Focusing on assessment.
2. Instituting a college-prep curriculum for all students.
3. Provide extensive remediation programs.
4. Promote parent/community involvement in students' educational experience.

1. Raising student awareness and creating a "college-going" culture.
2. Creating school-college partnerships.
3. Establishing career academies.
4. Offering financial incentives and relief.
